Barcelona, Spain – July 28, 2025 – Submer Technologies, a global leader in liquid-cooled digital infrastructure and the Government of Madhya Pradesh in India, have signed a Memorandum of Understanding (MoU) to jointly develop up to 1 gigawatt (GW) of liquid-cooled, AI-ready datacenters in Madhya Pradesh.
The MoU was formalized during Hon’ble Chief Minister Dr. Mohan Yadav’s visit to Submer’s headquarters in Barcelona, part of his broader Invest MP mission to attract global investments to the state.
Commenting on the collaboration, Sanjay Dubey, Additional Chief Secretary of Department of Urban Development and Housing, Government of Madhya Pradesh, stated:

By integrating cutting-edge technologies such as liquid cooling and AI-ready datacenters, we are building a strong foundation for sustainable growth and positioning Madhya Pradesh as a hub for next-generation digital infrastructure and innovation.”
This strategic collaboration places Madhya Pradesh at the forefront of India’s digital infrastructure transformation. By focusing on high-density, AI-ready datacenters built around advanced liquid-cooling technologies – including immersion cooling, direct-to-chip and hybrid methods – the partnership will deliver ultra-efficient, low-emission facilities with zero water consumption, setting a new benchmark for sustainability in the industry.
As part of the agreement, Submer and the Government of Madhya Pradesh will work closely to define liquid-cooling design standards, foster local supply chains and support workforce development – all aimed at accelerating the deployment of sustainable, AI-ready datacenter capacity across the state.
